Europe’s competitiveness hinges on its ability to deliver modern, secure, and investment-ready digital networks. This report — produced through the Draghi Observatory — analyses how the recommendations of the Report on the Future of European Competitiveness translate into the forthcoming Digital Networks Act (DNA).
Drawing on 20 telecom-relevant measures from the Observatory’s Implementation Index, the study evaluates the political and institutional feasibility of embedding Draghi’s priorities into the DNA. The findings show that only 35% of Draghi’s telecom recommendations have a realistic path to delivery, with security and technological sovereignty emerging as the only pillar with consistent political momentum.
