Call for Authors: Liberal Solutions to the Housing Crisis in Europe

Europe’s housing crisis is growing — and we need to lead with solutions. As rents soar, home ownership becomes unattainable, and supply struggles to keep up with demand, the need for fresh thinking has never been greater.

The European Liberal Forum (ELF), in partnership with the European Policy Innovation Council (EPIC), is inviting policy experts, researchers, and liberal thinkers to contribute to a forthcoming publication. Edited by Dr Antonios Nestoras, Director of EPIC, this volume will explore liberal approaches to solving Europe’s most urgent housing challenges — affordability, availability, and sustainability.

Why Housing Matters

The housing crisis affects citizens across Europe. It’s not just about shelter — it’s about dignity, mobility, opportunity, and trust in democratic institutions. Values like open markets, individual freedom, subsidiarity, and innovation must be brought to the forefront of the housing debate.

This publication will spotlight policy solutions that deliver real change without bureaucratic overreach or ideological rigidity.

What We’re Looking For

We are seeking contributions (2,000–3,000 words) that address themes such as:

  • Measuring affordability and understanding housing shortages

  • EU-level roles: competence, funding, and coordination

  • Regulatory and procedural barriers: what’s blocking new housing supply?

  • Financing models: public-private partnerships and investment innovations

  • Access to housing for youth, migrants, and vulnerable groups

  • Sustainable housing: energy efficiency that doesn’t price people out

  • Local-level solutions and subsidiarity in action

  • Case studies of successful liberal housing reforms across Europe

All chapters must reflect a liberal policy approach and be submitted in English.

How to Apply

  • A 300–400 word abstract outlining your topic, structure, and argument

  • A short bio (max 100 words) including your expertise and affiliation
