EPIC to triple its trackers: four new indexes on longevity, AI, defence and housing

By 15/10/2026No Comments3 min read

The first two launch before the end of the year: the Longevity Index on 25 November at the Warsaw Longevity Forum, the AI Index on 7 December. The announcement comes with EPIC’s Impact Review 2024–2026, which shows Europe delivering its competitiveness agenda more slowly each month.

Brussels, 15.10.2026 — The European Policy Innovation Council (EPIC) will add four new indexes to its two live trackers, taking the number of EPIC observatories from two to six. The first two follow before the end of the year: a Longevity Index, presented on 25 November 2026 at the Warsaw Longevity Forum, and an AI Index, built with IDEAS Research Institute, on 7 December 2026. EPIC announced the plan today with the publication of its Impact Review 2024–2026.

Each new index takes a commitment Europe has made and measures whether it is being kept:

  • Longevity Index, in partnership with the Polish Society of Longevity Medicine and the “Długowieczność dla Każdego” Foundation, presented on 25 November 2026 at the Warsaw Longevity Forum, where EPIC is a partner: how Europe’s health, care and pension systems are adapting to longer lives.
  • AI Index, in partnership with IDEAS Research Institute, presented on 7 December 2026 in Brussels: how far the EU and its member states have moved from AI strategy to AI adoption, in public administration and across the economy.
  • Defence and Space Index: whether Europe keeps its defence and space commitments on spending, joint procurement and industrial capacity.
  • Housing Index: the housing affordability gap across Europe, and whether national and EU measures are closing it.

The expansion builds on what EPIC’s first two trackers have shown. The Draghi Observatory (draghiwatch.eu), run with KEFiM, follows all 383 recommendations of Mario Draghi’s 2024 competitiveness report against adopted EU law. By July 2026, 60 of them (15.7 percent) had become law in full. Progress is slowing: the combined index rose about 1.9 points a month between September 2025 and January 2026, and about 0.4 a month between January and July 2026.

The Integration Readiness Index (readinessindex.eu), published with the Friedrich Naumann Foundation in June 2026, scores ten EU candidate countries against Croatia’s readiness at accession. It found that Ukraine and Moldova have overtaken Serbia and North Macedonia, and that Türkiye is less ready than in 2021.

”“Europe does not lack ambition. It lacks delivery, and the public capacity to hold delivery to account. In two years we showed that implementation can be counted in public, and that the count gets used. The next step is to apply the same discipline to AI, ageing, defence and housing, where Europe's promises are just as large and the record is just as hard to see.”

EPIC’s numbers already travel. Draghi Observatory findings have been reported by the Financial Times, The Economist, POLITICO, Bloomberg and Le Monde, among 25 articles in 19 outlets and five languages. EPIC has presented its work at Harvard, the POLITICO Competitiveness Summit, GLOBSEC and the European Parliament. Each finding comes with a proposal: for the Draghi agenda, a European Competitiveness Act with a public scoreboard and a binding adoption calendar.

”“Every index follows the same method: define what delivery means, score it with an independent expert panel, publish on a fixed calendar, and propose the fix. That makes the findings comparable across policy areas. Our partners bring the expertise in each field. EPIC brings the method and the platform to put the results in front of decision-makers and the public.”
