The European Policy Innovation Council (EPIC) is proud to announce a strategic partnership with the Center for Liberal Studies (KEFIM) for the development of an ambitious new initiative: the Draghi Report Observatory & Implementation Index.
This joint project will deliver a first-of-its-kind platform dedicated to monitoring the implementation of the landmark Draghi Report on the future of European competitiveness. Combining rigorous research, expert analysis, and interactive visualisation tools, the Observatory will track reform progress, identify gaps, and highlight both achievements and delays across key EU policy areas.
At the heart of the initiative is a firm commitment to accountability and data-driven advocacy. Through the creation of a dynamic Implementation Index, EPIC and KEFIM will provide quarterly evaluations of reform efforts across ten strategic sectors, offering clear and transparent benchmarks for policymakers, stakeholders, and the public.
The partnership brings together EPIC’s European reach and innovation-led approach with KEFIM’s strong reputation for evidence-based public policy. Together, the two organisations will build a digital platform, mobilise a network of independent experts, and deliver regular insights to sustain momentum for reform across Europe.
“We launched this initiative because the Draghi Report must not be left on a shelf. It must become a living compass — guiding the reforms needed to keep European industry alive, competitive, and resilient,” said Antonios Nestoras, Founder & Director of EPIC. “Europe cannot afford to treat its own diagnosis as optional reading. The Observatory is our way of making sure the momentum continues, the pressure stays on, and the reform path remains visible and measurable.”
